Porting XP -> Vista 64 issue - Faulting module libexpat.dll

I installed my server (which runs fine on windows XP Pro) on Vista 64 Home (tragic i know).
I believe all my config files are pointing correctly etc.
When i try to start my icegridregistry or my icegridnode, Vista says they time out. When i look in the Application event log, there are two identical errors saying that libexpat.dll is faulting. Its not a very useful error but i am hoping one of the Gods at ZeroC might understand what the cause might be.

Apparently "Faulting" means missing.
