Mixing a 32-bit client with 64-bit server

Can ICE handle mixing a 32-bit client with a 64-bit server, i.e. does the ICE run-time handle the differences when marshalling/unmarshalling parameters?

Yes, this works fine, see Basic Types. In each language mapping section, you will also find a description of how the basic types are mapped, see for example C++ Mapping for Built-in Types.
