You cannot add/remove services programmatically in a running IceBox, all services are configured during initialization and you can start/stop them programmatically see https://doc.zeroc.com/ice/3.7/icebox/icebox-administration#id-.IceBoxAdministrationv3.7-TheIceBoxServiceManagerInterface

You can use IceGrid to programmatically deploy services see https://doc.zeroc.com/ice/3.7/ice-services/icegrid
