A document confusion

At Page 440 of document, Table 19.2 list the "speed" of several kinds of mutex, RWRecMutex is the most high, but i guess it is not the most fast mutex. So what the clear meaning of the speed?

    The table shows relative execution times assuming that the mutex takes one unit of time. So, RWRecMutex (for a read lock) under windows takes 10.45 units of time, that is, is just over ten times slower.
