IceStorm replication

I have 3 PC severs and deployed 2 icestorm services under the icegridnode hosted on each server, all these 6 icestorm services are configured in a replication group. everything goes well when all the 3 nodes are startup, the icestorm service and client that use icestorm service only take less than 1 seconds to startup. But if any one of these node does not startup, the icestorm service hosted on other node will timeout to start. Also the client will never startup. It seems blocked when using the TopicPrx to retrieve topic.

anyone can help on this?
